The Circular Action Alliance (CAA), headquartered in Washington, has submitted its third draft program plan to the Oregon Department of Environmental Quality (DEQ) for Oregon’s Recycling Modernization Act. Under the statute, this is the final draft of the plan.
The CAA is the producer responsibility organization (PRO) approved to implement Oregon's extended producer responsibility (EPR) law.
Public comment on the plan will be open close Jan. 17, 2025, at 5 p.m. PST, and can be submitted to RethinkRecycling@deq.oregon.gov. Commenters should limit their plan and comments to the eight unapproved sections of the plan:
8. management and compliance.
Comments received on sections of the plan already approved or conditionally approved will be disregarded, according to the DEQ, which will take all other comments into account when formulating a response letter to CAA.
The Oregon DEQ says it will approve the plan as is or will order changes to generate a final version that meets all statutory and rule requirements.
The Oregon Recycling System Advisory Council also has an advisory role in the plan review process, and CAA will present information about its plan at its Dec. 13 meeting. Those interested in registering for this meeting can visit the Recycling Council web page.
