R. W. BECK, CIWMB COMBINE EFFORTS
R. W. Beck is assisting the California Integrated Waste Management Board in implementing and operating the state’s Tire-Derived Product Business Assistance Program (BAP), which is part of a $32 million scrap tire management program.
The program, providing $3.85 million in funding throughout two and a half years, is designed to increase demand for California tire-derived products by building capacity and improving cost efficiencies for businesses that consume scrap tires. These businesses produce molded products, rubberized mulch, playground coverings, sports surfacing materials and other products.
R. W. Beck’s Ed Boisson says, "This program will strengthen the overall economics and resiliency of California’s scrap tire recycling infrastructure, a critical step toward achieving the CIWMB’s ambitious 90 percent scrap tire diversion rate goal by 2015."
The BAP replaces California’s Waste Tire Commercialization Grant Program and offers a range of private business assistance services.
Using sub-consultants, R. W. Beck will coordinate two teams to implement the program. Partners include The Corporation for Manufacturing Excellence, California Manufacturing Technology Consultants, Underwriter’s Laboratory, AMPros Corp. and Riester-Robb Pacific.
PA. GOVERNOR SIGNS TIRE RECYCLING BILL
Pennsylvania Gov. Edward Rendell has signed legislation to regulate scrap tire recyclers.
House Bill 1114 amends Act 90 of 1996 to require proper registration of scrap tire recycling facilities with the Pennsylvania Department of Environmental Protection (DEP). It also requires permits to build or operate tire recycling facilities and prohibits anyone from providing whole, used or scrap tires to a scrap tire hauler that does not have valid state authorization.
The bill requires those who contribute to scrap tire piles in Pennsylvania to pay for cleanup and remediation of these sites following completion of remediation activity by a grant recipient.
